Remembering Beloved Chapter Stalwart Mike Joyner

It is with a heavy heart we wish to inform you that on July 25, 2014 the Georgia Chapter of the American Public Works Association lost a pillar of the Association and friend as Mike Joyner, Chapter Administrator, 65, passed away from complications following a heart attack at St. Joseph-Candler Hospital in Savannah, Georgia.

Mike, a Savannah native born December 2, 1948, is survived by his wife of 30 years, Janice O’Neal Joyner of Vidalia, his children, Katherine Tyson Joyner of Savannah and Michael Tyson Joyner, Jr and his wife Katherine Redding Joyner, of Savannah. Additional survivors include his brother and sister-in-law, Richard and Peggy Joyner and their daughters, mother-in-law, Mrs. Maxwell O’Neal of Vidalia and brother-in-Law, Dane O’Neal of Los Angeles, CA.

Mike was very active in the damage prevention community, both as Liaison Director of Georgia 811 and as a member of the American Public Works Administration (APWA). Mike joined Georgia 811 in 1998 following his employment with the City of Savannah where he served as the Director of Fleet Services. He had a passion for educating excavators, utility members and all our stakeholders about damage prevention and the Georgia Dig Law. He made countless contributions in keeping “Georgia Safe and Connected.”

Mike was a Lifetime Member of the National American Public Works Association (APWA) where he served on the Education and Site Selection Committee.  Most recently he served as the Chapter Administrator and as the National Chairman of the Utility Public Right-of-Way Committee. He authored a book for APWA entitled “Managing Public Fleets.”  In his contributions to the state of Georgia for APWA, he served in all capacities for over 30 years and was the Chapter Administrator until his passing.  During the last few years he was instrumental in establishing the Certified Public Works Management (CPWM) program that is now recognized as the model program for public works managers and department heads. He was recognized with the coveted “William J. Humma” award for meritorious service in the public works community.

While Mike’s professional accomplishments and dedication to his job will certainly be missed so will the kindness and thoughtfulness this friend, mentor and leader gave so freely.
